Looks like a private market item to me… (Yet something that may publicly available).. Be better if we saw the actuall candy itself.
Looks either Japanese, or a wrapper developed specifically for a single purpose — like advertising for the convention vendor, or something?
Below is a scan of the wrapper for a piece of candy I am trying to track down. My boss got it at a convention and asked me to track it down if possible. The candy itself is small white round piece with a licorice center. I think I have tracked it down to either an italian piece or part of Nestle. Here is some other information from the wrapper that you cant read from the image.
