Between the kneading of the dough, proofing, shaping and baking… Well, I’d rather pay someone for the same quality bun, yet at a far less cost that it would take to do it yourself.
that’s pretty much the entire US. unless you have a commercial kitchen in your house. I am planning on buying a house and making one so that I can do things like this. Eventually. It’s very low on my bucket list.

Has anyone ever tried this? Does the health department care if you make the buns yourself?

On my HD application for my hot dog cart, there is a section for those who want to have a Home Bakery. I do not know what the requirements are, but it is available for me.
I hope to be pushing 100 plus dogs a day and would not want to be getting up at 4 am to make the buns.
If you have a good recipe, you might be better off contracting a bakery to make your buns. If you are buying a few hundred or more a week you will probably get a pretty good deal.
