On what basis is there child endangerment? By that logic driving a car should not be allowed until one is an adult. Children should be kept under lock and key and never out without an adult escort. Any sport or activity where endangerment could be present should be banned.
There’s a very big difference between a teenager, who legally is still a child, learning to drive a car and one being isolated out in the middle of the ocean, thousands of miles from dry land, by herself. It doesn’t matter if the teen is a male or a female, the risk is still the same. BTW, I’m a big believer that no one under eighteen has any business with a drivers license. Most teenagers just don’t have the level of maturity necessary to be a responsible driver. Several years ago, my insurance agent told me that raising the national minimum driving age to eighteen would probably result in car insurance rates dropping by roughly twenty five percent.
