Ed, maybe they changed their ways.  I’ve eaten there several times now (my foot doctor is in Long Beach) and we felt like we were helped by the owner each time even though the server was different each time.
 
For the naysayers… 
Having tables and bowls of water outside does not mean dogs are allowed inside.  When you eat outside you are in all of the elements.
