I heard the story that people in most areas of the country prefer soft rolls.

There are several New York City area bakeries selling frozen kaiser roll dough for restaurants, delis, supermarkets, etc to bake-off. I think Kaiser rolls are another one of those regional specialities that did not catch on nationwide.
 
If you google ‘New York Kaiser Rolls’ you will even find some online retailers that ship Kaiser Rolls.
