The economy does not help the situation. 

Since you already purchased the cart, I suggest looking for a cart friendly spot outside of the city and stake your claim before someone else does.

I suggest this because Waydeg mentioned that another city changed their views on allowing hot dog carts.  If this is the latest trend then many other cart vendors are going to be searching for a place to sell.
