Looks like I found my own answer:
Idaho Food Code
Drainboards, UTENSIL racks, or tables large enough to accommodate all soiled and cleaned items that may accumulate during hours of operation shall be provided for necessary UTENSIL holding before cleaning and after SANITIZING.
I would interpret that as a draining shelf above the first sink for dirty and a shelf above the sanitizing sink for sanitized dishes would work. This sound reasonable before I speak with the HD? The guy is gonna hate me if I keep calling him everyday. Thanks
