By getting around the rule, I don’t think PS3 meant that to mean any thing illegal, I don’t assume every one is an outlaw like some  do when  something is said I Don’t agree with.

  I was told by the FL HD no chili no cheese,  they didn’t mention there was a way around the rule by using individual containers,  or that you could use products that don’t need to be refrigerated.  I had to learn that here, that is the very reason for this forum, some seem to forget that from time to time.  I tend to think that is what PS3 was referring to. 

The regulatory agencies are there to help, they are public servants, and many live up well to that end ever, but,  many also see them selves only as regulators , nothing else.
