Well after some more reading and talking to DBPR FL, I now believe a cart is not an option for me.  A B&M is too much money to start up although more attractive. So I might go middle of the road and look at either a trailer or a food truck.  Being able to serve more food options it makes sense.  So I shall continue to research my options and see what I can come up with.

You’re right that your options with a truck or trailer will be far better than with a cart. Tampa is not very friendly towards carts at all. Before you spend hard earned money on any option be sure you have a location to put it. As discussed in another thread, a location is the first thing you should research. It sucks to spend thousands of dollars and months of time to get all the licensing and inspections only to find that you can’t find anyone that will let you set up on their property.
