One of the best things I did to increase business was to spend a few days with a handful of menus and hit every business within a 3 mile area. I dressed up, fresh haircut, washed the truck and hit around 200 businesses. It worked, and really did increase my customer base. I printed my own menus, so no real cost there plus my time and gas.
 
If cash is tight, that is what I would do, and trust me, it works.
