Wow. Great topic to start. I would have to go with my home area, the Mid Atlantic and New England. My three main food groups are pizza, hoagies (especially cheesesteaks) and seafood. The inclusion of Eastern PA is important, because you essentially include the Delaware Valley, which is hoagieland. And with New England, you get the lobster roll. Pizza is top shelf. That said, the Great Lakes comes in a close second, because I love beef on weck and Buffalo Wings with a passion. And my current residence in the southwest would rank 3rd, because of the finest quality Mexican food imaginable. The only one I am not very qualified to comment on is the Heartland, but I am sure the steakhouses here are superior.
