I love VA Beach, and hope you and your Mom have a great time.
Two suggestions:
A bit pricey, but surely worth it is Isle of Capri. It’s located in Holiday Inn (but independent) around 36 or 3700 block of Atlantic. Ask for a window table. It’s about 5 floors up right over the water. Handicapped should be no problem with elevator and accessible entrance. Since she’s not a fish lover, try the veal. It is excellent.
More pocketbook friendly is Beach Pub on Laskin Rd. On Wednesday (I think, call to be sure) they have a prime rib special that is very good. It also is handicapped accessible, and has some of the most helpful staff you’ll ever need.
