I was trying to figure this out as well about 1 1/2 years ago. In my area (NE Florida) the only people that get approval are wedding cake decorators and even still there are tons of hoops to jump through. The real problem with the catering is delivery of materials. They don’t want semis driving through residential neighborhoods.
I ended up finding an old strip mall near my neighborhood. I would suggest if you are not planning retail to avoid the newer places and look for one that an old local owns. You can usually avoid the 3 year lease and multi page contracts. Just be prepared for buildout expenses and lots of inspections. I started paying rent last March and didn’t get opened until Sept 24 (2 weeks and I made it a year!)
