here the County planning and zoning and the local planning and zoning have to approve the plan.
If the spot is residential, it would have to go through the whole process of changing the zoning and at least 3 P&Z meetings, the public is invited to attend the meetings to hear the proposed changes. then after the 3rd meeting they can finally vote on the proposed change.
It is possible, but it can be quite a bit of work.
My aunt went through the whole process, it put her back about 120 days from her planned starting date.
All to build a kitchen for her chocolate business.
