Is it a one-stroke penalty if you strike the windmill with your putt?
And of course, triple mowing and constant rolling of the greens leaves the blades of grass ready to spring back up at inopportune times. Like when one of the leaders is is addressing his ball during a final round putt. The USGA is manipulating this living playing surface in ways they do not understand. They cannot predict when and how it will react.
