I have no idea how close this comes but I did find the following:
SANDWICH
Like a Scramburger
1 pound ground beef
1 large onion, chopped
1 large garlic clove, minced, or teaspoon garlic powder
1/3 cup ketchup
1 tablespoon cider vinegar
1 tablespoon Worcestershire sauce
1 tablespoon sweet pickle relish
1 tablespoon brown sugar
 cup water
Salt and pepper to taste
Place the ground beef in a large frying pan. Add 1 cup water and cook over medium-high heat, stirring with a fork to break up clumps, until meat is no longer pink. Drain well to rinse away fat. Return to pan with the onion and garlic and saut just until the onion turns transparent. Stir in the ketchup, vinegar, Worcestershire, relish and brown sugar, then add about cup water — just enough to moisten but not make mixture soupy. Add salt and pepper if desired.
Cook, uncovered, over medium-low heat for 10 minutes. Serve on hamburger rolls. Makes 6 servings.
