All of the above are excellent choices, but if I were downtown and I had a little bit of money, I’d eat at Russian Tea Time, an authentic Russian restaurant on Adams Street within spitting distanc of the Art Institute. If you just get an entree its not so expensive – $8-12 for lunch, and the portions are decent. But for the full effect you should get a shot of vodka, which comes with pickles and AWESOME black bread, and the appetizer plate. If you’re alone, I’d just get this as my meal; if there are 2 or more of you get it as an appetizer and entrees as well. Definitely one of the most memorable places to dine downtown; great ambience (red leather all over! and real Russian waitstaff!), food, location.
