I’m a newbie to the forum and wanted to reply.  I live near Dallas and I hear that they are the strictest when it comes to food trucks.  If you are going to take on a task of converting an RV, talk to a health inspector first and look at their website (google city of Dallas mobile food permits).  I personally wouldn’t do it because of the headache you will undoubtedly incur with that type of reno.  All your other questions can be answered by looking  at their website or talking to an inspector.  Good luck
