To buy a handgun in Maryland, one must obtain a Handgun Qualification License (HQL). To get an HQL, one must fulfill the following requirements:
- [*]A 4 hour training session by an instructor. [*]At least one shot fired with an instructor present. [*]The application to be filed online. The Maryland State Police website is the ONLY place where you can apply. [*]Fingerprinting at a Livescan location. However, the MSP doesn’t provide a list of locations.
Maryland Shall Issue (MSI), a state organization similar to the NRA is seeking a plaintiff for the HQL lawsuit. As for the 4 bullet points above (no pun intended [:)]), here is what MSI saying:
The plaintiff may not have resources to find, pay for, or get to the instructor.
The plaintiff may not have access to a range. (There are none in Baltimore City)
The plaintiff may not have access to a credit card or have internet access to apply.
The plaintiff may not have access to a Livescan location, or be unable to locate one.
The fees associated with getting an HQL are estimated between 250 – 500 dollars. Oh bother.
