I think it’s wonderful that so many people in Baltimore’s inner city are doing so well in this economy that they can afford the money and time needed to acquire the Handgun Qualification License, plus the cost of the handgun.

Maryland has face-to-face secondary transfers now on rifles/shotguns, and even had them on handguns until 1994 or so.
