You can get either at 90% of Austin area Tex Mex joints. Most don’t bother with making them, it’s easier to just grab a bag from a wholesaler. As you enter South Texas you start to see a much higher percentage of handmade. San Antonio is the apogee of Tex Mex in Texas and nearly all the restaurants offer handmade flour. Corn generally still comes from a bag though.
