I like the State Fair idea – sounds fun. My additions:

Caramel Apples. (or Candy, I just prefer caramel.)

Cotton candy, popcorn. You could have popcorn machines just inside the door and give out small boxes of it to people while they are waiting for their table.

You’d have to serve "blue-ribbon winning" apple pie for dessert.
