Maybe for the same reason they cuffed that 5-year old having a temper tantrum in her FL school and dragged her off to the police station: the law makes it almost impossible to deal with these things in any sensible way. In the case of the kid, nobody but the police were allowed to physically restrain her from trashing the classroom and principal’s office. In the case of this woman, unless she is a danger to herself or others, in which case they could hospitalize her, they probably can’t stop her from doing this other than by putting her in jail where her phone access is limited.
