Does no one make a 4′ cart.  The licensing department writes that it Pushcarts shall not be,  more than 4′ in width including wheels or more than 9′ in length of which not more than 6 1/2 can be used for display or storage.  

Am I reading that right?  it has  to be a 4×6 display/actual usage space.  That seems really small compared to some of the carts that I have seen in my city.  

It is the “or” in there that is confusing me.  HELP anyone in Ohio
