Guilty as charged. I did it. I hope you saw my apology about 8 messages up, which I posted as soon as I realized what I had done. I never received any notifications of PM’s arriving from the old vNext software. Of course, I did not get a notification about BayouCityNosh’s PM on the bbPress software used here.
I think you should receive full credit for discovering this issue, and for providing the fix. Yes, this implementation was rolled with email notification turned on. Everyone should follow Ghaz’ procedure if they do not want to be annoyed with PM receipts. It may be helpful and can be turned on when necessary, for instance, when going to a meet-up. I don’t know if hosting services charge for emails sent, but if so, it will increase costs for Fexy.
I am not adding another line number to the punch list. I think item 21 already covers it:

I thought I would post a colorful image to my user page. Unfortunately, the source material is grey scale. I posted the last screenshot available from the Wayback Machine (8/31/2019) of the old All Forums page in vNext version 5.5. I compared forum statistics from that old page to the current statistics page as of March 19, 2020.

The increase in forum numbers is that the new implementation allows posting to both the top-level forums and sub forums. 1 additional forum X 10 forums = increase of 10 forums.
The topics numbers are probably correct.
The decrease of 154,556 replies could be the ones missing because of truncating and indexing problems.
I can’t explain the huge difference in the number of registered users.
